Sandra M. Shapard served as Deputy Comptroller, Office of the State Comptroller, from January 1995 until her retirement in October 2001. At OSC she headed the Office of Fiscal Research and Policy Analysis and twice served as acting First Deputy Comptroller for a period of months.
Ms. Shapard was First Deputy Director, New York State Division of the Budget, 1993-94, and Deputy Director 1991-93. Her other public service includes positions with the New York State Assembly, New York State Department of Transportation, and Dutchess County.
A graduate of Mississippi University for Women, Ms. Shapard has a Masters of Public Administration (public finance concentration) from Harvard University, John F. Kennedy of Government, and has done graduate work in English literature at Vanderbilt University. She served as a visiting lecturer at the Kennedy School for five years. A native of Mississippi, she resides in Delmar.
Currently Ms. Shapard is a board member (since 2001) and secretary of the Dormitory Authority of the State of New York, coordinating committee member of the Bethlehem Humanities Institute for Lifelong Learning, and member of the Town of Bethlehem Citizens Budget Advisory Committee.
